We have the below requirement.
We are developing the PowerBI Reports with PowerBI Pro license and Publishing the reports and dashboards to PowerBI Premium Workspace.
We will be embedding the reports and dashboards to SharePoint Online application.
Does the end users (who will view the reports and dashboards) needs some kind of license? What type of license is exactly required for the end users?
Note: Here our end users are internal to our organisation and all of them by default have O365 license and I believe PowerBI Free license as well.

If you keep the content in PowerBI Premium Workspace, the end users can see it without a pro account.
To grant access to reports for end users, you need to provide access to the report within the Power BI service.
If you are using an Office 365 Group to build your SharePoint Online team site, you list the user as a member of the app workspace within the Power BI service. This will make sure that users can view the contents of that group. For more information, see Create and distribute an app in Power BI.
Alternatively, you can grant users access to your report by doing the following.
Add a tile from the report to a dashboard.
Share the dashboard with the users that need access to the report.

if you are moving you workspace to capacity licensing then it will work for all, and if you embedded it in sharepoint as well then also it will work.
