Let users connect to dataset via Excel without acces to workspace

HI all, 

I have some users who want to use a dataset to make reports in Excel. However the dataset does not show up in Excel. 

The user has build permission on the dataset however he/she does not have acces to the workspace in which the dataset is located. this is because we have one workspace with multiple datasets, some of which end users are not allowed to see. 

Can only users that have full acces tot the workspace use the datasets whithin it?

Is there a way around this without re-organising our entire workspace structure?

 Whether the user has a Power BI pro/ppu license, if you want to analyze in Excel, you need to meet the following conditions, please refer to the link for details。

Analyzing Power BI data in Excel requires that the dataset be in a Power BI Premium workspace or that you have a Power BI Pro or Premium Per User (PPU) license.

If the user cannot enter the workspace, you can consider upgrading the workspace to premium based on the existing build permission.

Hi @BobKoenen ,

Can the user "see" the dataset in Power BI service? I.e. in the Data hub or Browse pane? It might work for them to create the connection to the dataset via PBi service by clicking on the "analyze in excel" feature. 

If that works, the users could save the excel file with the established connection.
