Lack of DATA SOURCE page in Manage Gateways (Data preview)

When I navigate to Manage Gateways I have only two pages: On-promises data gateways and Virtual network data gateways. I don't have Data sources page. WHY???

I found it !!!

"The data sources tab will not be available for tenant or service administrators when Tenant administration is turned on."
