Do you mean to connect database on Power BI Service like do it in Power BI Desktop?

That's not supported I suppose.

To clarify are you wanting to refresh a power bi dataset in the service using data from an on premise data source?

If so you need to install Microsoft On Premise Gateway and that will let you do it:
