There is an issue with the formatting of "Show Data" in the service for the 'Line and clustered column chart'. When viewing "Show Data" on the Desktop, the headers show the measure names and the numbers are formatted correctly. However, when viewing the same visual in the service, the numbers are not formatted and the headers do not show.

This issue has been fixed. PROD is still deploying, web will be all fixed by the end of this week (28th). Desktop October version will have the fix in early October.

I can reproduce this issue but it seems a little different from yours.Later I will report this issue interally after confirming with you.
The issue can be reproduced with the lastest Power BI Desktop version 2.62.5222.601 64-bit (September 2018) and displays on Power BI Service.
When viewing "Show Data", the headers show the measure names and the numbers are formatted correctly for other visuals. However, when viewing the Line and clustered column chart both in the service and desktop, the headers do not show.
"Show data" for line chart shows normally both in desktop and service.
"Show data" for Line and clustered column chart shows unexpectedly both in desktop and service.

The issue from my side step by step:
PBI Desktop version: 2.61.5192.601 64-bit (August 2018)
In PBI Desktop, Line and clustered column chart -> Show Data
Publish on Service
Apps -> the report -> Show Data (Edge browser, Chrome the same)
Return to PBI Desktop, change the visualization to Line Chart
Publish
Apps -> the report -> show data
