I'm trying to download a dataflows data and then store it in a WORM storage outside Azure, is there a way to do that without using Azure's data lake?

If you just want to export the data in the report, I think it has nothing to do with where it is stored.
If you have a ppu licence or the dateset in premium capacity, then you can try the method you mentioned. If you add the dataflow in service, and then use this dataflow to create the pbi report in desktop and publish to service, it will also generate a dateset, I think you need to ensure that the dataflow and dateset can be refreshed normally in service.

I wasn't very clear but what I want to do is to have script running daily that will download the tables data in a dataflow and save it as a CSV in a specific storage.

What do you mean about downloading a dataflows data?
If you are talkign about configuring dataflow storage to use Azure Data Lake Gen 2, I'm afraid not, because the storage of powerbi is on Azure. It can't be changed.
