Is PowerBI included with the Enterprise Office 365 Licenses?

Is the new PowerBI Pro subscription included in any of the Enterprise Office 365 subscriptions e.g. E3, E5? 

It is listed as PowerBI for Office 365 in the plan description, however that is being discontinued so is there a subscription that comes with PowerBI Pro or must it be purchased separately as an add-on per user?

At the Moment PBI is included in E5 only
