We want to invite external users to view a Power BI report. After some digging we found out how to do this (i.e inviting them to the Azure AD and assigning a Power BI Pro license from our tenant.
However, this article: https://docs.microsoft.com/en-gb/azure/active-directory/b2b/licensing-guidance states that B2B guest user licensing is reported based on a 1:5 ratio. I think that only counts for the Azure Paid services but not the Power BI license? In other words my question is; when I assign a Power BI Pro license from our tenant to an external user, does this need to be paid for or is it covered by the External User Allowance?

Yes, you need to assign pro license to external users which join based on azure b2b, if they want to use pro features.

Actually, tenant admin can manage these license, dispatched license can be assign and cancelled.

@Anonymous I read this as a Azure AD specific licensing. "Azure AD apps and services". I have never heard of an alternative to the single user, single license for Power BI outside of Premium or Embedded licensing for Power BI.
