I installed Local Gateway (personal mode) version 3000.54.8 August 2020 (Portuguese - PT_BR) but does not show in Service
Displays the message on Power BI Service: "You have no data gateway"
However, the status of the local Gateway (personal mode) is: "The gateway is online and ready to be used"

In Power BI service, Manage Gateways is used for managing on-premise data gateway instead of on-premise data gateway (personal mode). Personal gateway does not support Direct query or live connection sources. From the screen shot, you have installed the on-premise data gateway (personal mode), so when you go to the dataset settings, if this dataset requires gateway, you will see on-premise data gateway (personal mode) is available.
To use Manage Gateways, please install the on-premise data gateway follow this article.

Have you tried publishing a PBIX file to the cloud?
Try publishing a file and then go to that file's dataset settings. You may see the gateway appear under that menu - versus where you are looking.
