Inheriting from and manually assigning a Power BI Free Licence

I am dealing with a large corporation where automatic assignment of Power BI Free licenses has not been allowed. However, users having an Office 365 license automatically inherit of a Power BI Free license (this has been set-up).

Unfortunately, not all users already have (or will have) an Office 365 license, yet they need a PBI free license. 

Is there any known risk of both inheriting of a PBI Free license and being assigned a PBI Free license manually?

Hi there

As far as I am aware there should be no risk, unless they do not want the users uploading anything into the cloud via their free account?
