Our users are required to use IE 11 on their desktop. When they log into the Service, the icons briefly appear and then disappear. The area where they are supposed to show is still active if clicked on. This includes the icons at the top and along the left side.

The source of the problem has been identified. Apparently the icons are actually characters from an embedded font that has to be downloaded. There is a security setting in IE that determines whether downloadable fonts are permitted. This enterprise has the setting set to not allow downloadable fonts.
I am not able to reproduce your issue in IE11. Please suggest your users update IE11 to the latest version, open Power BI Service URL in Private browser session and add the URL in Compatibility View settings, then check if the issue still occurs.
