I've been encountering this issue for several days. This error keep coming only when I'm working from home and connected to my home wifi. But when I use wifi at the office/my rental home. None of the issue occured. This error also only coming from this one database, for others database it's working fine. At this point, I'm really is clueless on what are the causes.
Looks like it is happening due to IP changes. The best advice I have is to connect to your office VPN first and then login to the database. Since your office network is configied to be allowed to connect to the database, it should work.

I don't think the issue is with your Azure account. The issue is your IP address is blocked by the Azure firewall. I would do the following:
1. Get your IP address. https://www.ipchicken.com/
2. Work with your Azure admin to find out if your IP range is allowed.
3. Based on the outcome from #2, work with your infrastructure/Azure admin to get your IP permitted through Azure firewall.
