I Want to give permissions to user to reset power BI Dataset

I have access to dataset and i can refresh dataset manually but i want to give permissions to other users to refresh dataset manually.

Create separate workspaces.

Add these other users to the workspace and teach them how to initiate a dataset refresh via the Power BI REST API, or from Power Automate.

If i add user to Power BI Workspace. He can refresh other dataset in same worksapce as well. How to solve this.
