I am trying to set up a refresh for a dataset… I checked the documentation Configure scheduled refresh - Power BI | Microsoft Docs
And it says “If no gateway is available, you see Gateway connection disabled. You also see a message indicating how to install the personal gateway.” (I do not see this).
The documentation also says "If you have a personal gateway configured and it's online, it's available to select. It shows offline if it's not available.”… (I do not see this either).
I just see:

Is the documentation outdated? I don’t see any of what the documentation is stating.
I come from a DBA (sql 2008) background so most of the naming is a bit strange to me... I am looking for a way to configure this using an admin account (in SSRS I used to pass an admin account, to prevent any specific employee from breaking it). Where can I pass an admin account? (is that called a ‘gateway’ now?)
(does it change anything that the dataset is consuming from a Dataflow?

You do not need a gateway if your data is cloud based (as a rule). So, your first set of questions are about the gateway. It might be that you do not need a gateway at all. However, if you do need a gateway then you will have to set that up. And, as you are used to in SQL, it is customary to use an id that has read access permissions to the datsource/dataset and not the indivudal user's id. Also, as an admin, you can (with permission settings) set up the Scheduled Refresh for a dataset and it will use the Gateway Userid permissions, not your userid permissions.
