How can we get an overview of which users in an organization build dashboards and would thus need a Pro license, and which users (frequent vs infrequent) never built before so that for those users a Premium capacity with free view-only licenses would suffice?

I don't think these specific metrics ever exist! Knowing what type of Licenses your organization needs depends on the strategy that would work and cost better for it. Example if you have 500+ Users/Viewer of yuor report then a Premium Capacity is needed, otherwise a Pro license for your Users with specific permission is better...

We can view from the Admin Portal the users that are viewing the report and the owners of the reports which will help you to understand who has created the dashboard.
