I'm very excited for the new experience workspaces, which allow for me to copy a report into another "new experience" workspace and have it linked to my modeled dataset. However, I'd like to give business users the option to download the .pbix file for the dataset, in case they want to modify attributes in the dataset, without giving them permission to edit the original dataset (which exists in another app workspace).
To explain it simply. Model dataset/report was created by me driven by existing business needs. I copied it into a workspace for business users. They can modify the report in their own workspace without affecting the model report (using the given dataset). I want to give them the same option for the dataset -- they can add attributes that don't currently exist in the data model.
What needs to take place for them to be able to download the .pbix from report and dataset and maintain integrity of my dataset?

You can download the pbix file from the report page in Power BI Service, then republish to the goal workspaces from Power BI Desktop to Power BI Service.

Maybe this info will assist. For some reason I cannot insert images correctly.
1. I'm a Power BI Pro user with a workspace, Workspace A, that only I and another admin have access to
2. I want users in the new workspace Workspace B (created for business users) to be able to download the data model I've provided, rename it, and modify as desired (all without changing the dataset/report I have in the admin workspace).
3. I'm also an admin in this workspace
4. Workspace A is where I originally imported the report/dataset into. I CAN download pbix files from here and I would expect that.
5. The copied report (into Workspace B) will not allow for download of pbix file for dataset/report. I am beginning to think this is intended, but I'd just like confirmation of it.
