How to buy Power BI Pro without an Office 365 account?

I want to buy a number of Power BI Pro licences for our company. After some reading it's possible to buy those Power BI Pro accounts without an Office 365 Enterprise E5 account because we only need Power BI and not the rest (Word, etc) of Office 365.

Where can we buy those accounts?

You could purchase Power BI Pro in Office 365 Admin Portal like below.

Note: You should have the admin account.

In addition, If you cannot purchase the Pro license in Admin Portal. You could purchase Power BI Pro license through Microsoft partners, but the specific activation method may be a little difficult, you need to consult the customer service where you purchased.
