This is our scenario and this is how we want it to be.
Workspace1: production ready data models with RLS implemented
Workspace2: reports that reads data models from workspace1
Workspace3: reports that reads data models from workspace2
PBI application that is based on workspace2 has been published to ADgroup1.
We have given access to data models in Workspace1 to ADgroup1 with read/build access.
Users in ADgroup1 do not see data when they open this application. They receive following error message: "Unable to load model."
Can anyone help what we need to do to make this work?

What’s the method you used to connect to the dataset in workspace1? In the service or desktop?
According to my experience, if you have connected the dataset to another workspace, the report is live connected to the dataset in the original workspace and you can not find the dataset in the current workspace.
Therefore, if the group has the read/build access to the dataset, it should be able to view the data from the APP in the workspace2. You should check if the RLS has restricted it from seeing the data, and make sure you have added the group into the RLS role of the dataset.
