This is a serious data protection issue that we need help with.
Currently users are able to download Power BI Desktop on their home PC login with their Org creds and view ALL Dataflows.
This does not matter how the user is setup in the PowerBI Service:
Our Test user only has Read Access to 1 of our Workspaces and they cannot use or see Dataflows from other workspace, but when they login to the Desktop App they can select and use all Dataflows in all Workspaces in the online Service. Without the access given.
We need to be able to restrict users from seeing Dataflows on the Desktop, as it does on the online service. Or not allow users to login through the Desktop App with their account.
I cannot see anything to help with this, any ideas?

I guess you may try to remove the build permission of the user in Dateset => manage permission.
If that doesn't help, I would recommend yo scroll down to create support ticket regarding to this security issue.
