How do we grant Power BI pro access to our client?

We want to purchase a few PowerBI Pro licenses on our client's behalf. I know that we can purchase the licenses from the Admin portal in Office 365. But here I have some confusion -

 

The client's office email IDs are obviously under a different Office 365 domain. Can we purchase power BI pro from my company's Office 365 account and grant these licenses to their email IDs (external email IDs which are not in our domain)?

@Anonymous my IT department helped me do this through Microsoft Azure Active Directory. We were able to successfully buy PowerBI Pro licenses for our clients. I don't know how it worked, but it might be worth reaching out to IT.
