How do i convince my organization going to the cloud

Hello,

i work for a Bank. How do i convice my organizaztion going to the PBI Service premium cloud?

Namely, in terms of security (hackers) and Laws - my Bank is in Europe, how can i avoid any kind of possible interference for, let's say, a USA government forcing Microsoft to get access to it? It seems a childish matter, but is it?
