If people have enough permission to your dataset, these option are visable to them, we can't remove these option, bu as a workaround, the publish to web option cannot be used in RLS, you cna try to enable the RLS on your dataset.

So anyone can download my all dataset to their local pc.
Or i have to use embedded or api or premium.

Actually, people who has edit access to this report can download it, you can remove the edit permission for these people.
