How can I prevent one filter from removing items from another filter

I have a report where I use DAX to cocatenate  filter selections. The DAX is easy using FILTERS() and CONCATENATEX(). The problem I have is when I select items from one filter, Power BI automatically removes items with no data from other filters. I need to prevent that behavior? Anyone know of a way to do it?

Sorry, I didn't notice your response as the replies got caught up in one of my Outlook Rules.

This is what I ended up doing. I used Slicers instead of filters and turned off the filter interaction in the slicer visuals.
