Hi,
i am assigned Power Bi admin role. My question is even though I am Power BI admin, I cannot assign a workspace to a capacity because I am not a member/admin of that particular workspace. This is weird. And also i can only see the workspaces in which i am a member of. Is there a workspace admin role for each workspace? I am confused on these different admin roles
office 365 Global admin
Power BI admin
Capacity admin
Workspace admin
Can somebody throe some light on this and explain the roles?

How did you assign capacity to App workspaces? There is a method to assign by users or groups. Please refer to power-bi/service-admin-premium-manage#capacity-management-in-admin-portal.
If you assign the capacity in the setting of the App workspace, you need the admin permission. Please refer to service-admin-premium-manage#app-workspace-settings.

First thing, I do not see all the workspaces becoz I am not a member of it. And I need to be added to that worksapce first by someone else. Being Power BI Admin, i should be able to see all workspaces. That is what I am expecting.
Did you get solution to this issue, I'm struggling with same issue, the assigned Admin is not able to access the Workspace's that he is not added in as member,
Also I'm unable to find a way to assign Premium License to this Admin via M365 Admin Panel > Active > License Assignment tab
