Hi, I have shared report with one group member and I can see her access status is "Read and reshare". however, when she is trying to share this report to other company co-workers, it says she doesn't have permission to do so.
How to solve this problem?

First of all, the users you shared with need a Power BI Pro license, or the content needs to be in a Premium capacity.
People outside your organization can't reshare. Does she is a member of your organization? You can learn more about share: https://docs.microsoft.com/en-us/power-bi/service-share-dashboards.
Does she belong to the member of an Power BI App workspace? You can share Power BI reports with the Office 365 Group members by adding the Office 365 Group as a member in the App Workspace.

When you share with people outside your organization, they receive an email with a link to the shared dashboard or report, which they must sign in to Power BI to see. If they don't have a Power BI Pro license, they can sign up for a license after clicking the link.
People outside your organization can't see any data if role- or row-level security is implemented.

The person has a Pro license and she is not outside our organization. Also she is a member of an Power BI App workspace. She can only reshare report when I promote her to a Admin level in the Group for that workspace.

For the recipient she reshared with, let's call him recipient A , there are two point you need to considerate.
1.recipient A needs a Power BI Pro license, or the content needs to be in a Premium capacity.
2.From your words "however, when she is trying to share this report to other company co-workers, it says she doesn't have permission to do so. " We know recipient A is outside your organization, it means recipient A is a guest user. If you have admin permission, you can invite the guest user following steps below.
a.Make sure to enable the Share content with external users feature in the Power BI admin portal before inviting guest users. The default consumption-only experience doesn't apply to them.
b.You can also use the Allow external guest users to edit and manage content in the organization feature. It lets you select which guest user can see and create content in workspaces, including browsing your organization's Power BI.
c.You can invite guest users with any email address, including personal accounts like gmail.com, outlook.com, and hotmail.com. Azure AD B2B calls these addresses social identities. You can choose Planned invites or Ad hoc invites. See more detail: https://docs.microsoft.com/en-us/power-bi/service-admin-azure-ad-b2b.

Thank you so much Amy @v-xicai . Sorry for the confusion, but actually she was trying to share the report with other co-workers within same organization. So there is no external users involved.
We're having the same problem! Did you ever find a solution? We had someone share a report from a Premium to a non-Pro users in the org, who could see the report but could not re-share it because they didn't have Pro. All the settings were set to allow re-sharing.
