Graph data labels format changing to 'thousands' when uploaded to service

Hello All,

I have turned responsive formatting off and set font size to the minimum 8. Please can you tell me how to stop pbi service reformatting data labels to thousands when I upload the file. (if I go into focus mode it displays correct but I need it to work correctly at the top level).
