Grant access to Power Bi dashboard for Azure AD users

Being a newbie in Azure AD and user management I have the following scenario that need to implement:

• I've registered a custom domain name in Azure AD and updated its DNS records, e.g. mydomain.com
• I've created an  AD user named testuser@mydomain.com

I want the above mentioned user have access to PowerBi service to view a dashboard with some real time data through Azure's Stream Analytics service and I can't understand how to achieve this. Which settings in Power BI Admin Portal should be altered to achieve this?

The user wants to access the dashboard through his mobile phone Power Bi Android App.

Furthermore, are there any suggestions for the best method to implement this?

Hi. It's kind of a lot to explain here. Let's start saying that users building and users viewing must have a PRO license account unless you pay for Premium Capacity.
