Government Azure Tenant with Commercial Power BI

Is it possible for a goverment org whose Azure tenant is in the government cloud to use the commercial version of Power BI? Basically can they assign Power BI Pro (not gov) licenses to their users to allow them access to commercial Power BI? The reason is that AppSource is not avilable in the gov cloud.

Did you means power bi National clouds? If this is a case, I'd like to suggest you contact to power bi support to get further support.(current we not have permission to test with national cloud related resource)
