Please try these steps:
1)Check whether gateway service has started.
2)Check gateway version to the latest.
3)Check your firewall whether deny gateway.

Updating to latest version helped only 2-3 days. I am again getting this error everytime i refresh.
@Anonymous Were you ever able to correct this issue?
I have the exact same issue and when I updated Power BI gateway to the latest version it refreshed all my files for about 3 days and then went back to the same error. Only one file is refreshing on the scheduled basis while the rest all show the above gateway unreachable error.
