XYZ does not have PowerBI licenses. Do you mean that the Free licenses for ‘Author’ in their website will suffice to implement Graphical report. Can XYZ use this version, as a corporate? Please confirm. What are the chances that a license will be imposed within the next 2-3 years for this feature? How was this license issued in in the past few years?
