Free users unable to see app on service cloud

Premium capacity client on gov.us enviroment. After properly setting up security and access to app on service cloud, Pro Lic. users access and view dashboards through application as expected. Free cosumers do not see application at all or able to get from "Get App". After free users are provided the link, they can access the dashbaords in the app but, once session is closed the app tile is not retained in their Power BI portal. They only can access through link. Please advice is this is a know issue and what is the solution.

@gilcjr Are the free users part of the organizational tenant, or external? If external, they won't have the objects saved like internal users would. They can only access content via the links provided to them.

The users are part of the organization tenent. They are not external.
