It seems like a web browser render issue when it loading report contents.
What type of web browsers and version you test? I test on my side but can't reproduce this issue.
BTW, do any additional plugins that installed on your browser or any specific policy enabled on your device? They may also block the requests and cause the issue.

I’m experiencing the same thing with some of my clients. It seems to be a tenant wide issue and not report specific issue. I have experienced the issue using Chrome, Edge and Opera browsers but not necessarily at the same time which is weird. I built a test report that was fairly ‘vanilla’ and the issue was still there once published to the service.
The best way to demonstarte these to clients is via app, and it will have a good look and feel.
So, first we need to publish the report to workspace and then update the app acordingly to include this report.
