Filter appears to the end user even if disabled

Hey guys!
I have a problem, that the reports that were published have the filter enabled for the end user, even if you have disabled this function, both on the Desktop and on PowerBI Web.
If anyone knows a solution, or if its a bug, it will help a lot.

In Power BI Desktop view tab, the Filters toggle button allows you to show or hide the Filters pane. just check the button to hide the filter option to disable in desktop level.

at Power bi services you can disable it from settings in desktop options and setting page if you can disable the persistent filter.

that control under the Report settings option on Power BI Desktop, where checking off the box will turn off the feature for that particular report in the service.
