Is this active yet? The post says cloud tenants as of 3/2, but I am still not able to subscribe external email addresses in Premium (A4 SKU).
I have checked settings and it seems fine - perhaps they just haven't released?

This blog post describes functionality that has not yet been released. We expect the change to reach commercial cloud tenants the week of 4/6/2020.

Based on my test, we cannot subscribe with external email address in a P1 capacity currently, it seems this feature does not formally rolled out yet, the 2020-3-2 is a expect date mentioned in the post. Once these features have formally rolled out , there will have a follow-up post and links to the public documentation.
