ExpressRoute private network connection to Power BI

We want to create a private connection from their organisation to Power BI, bypassing the internet to secure our sensitive Power BI data.

The question is, if we deploy ExpressRoute, is our Power BI service still accessible from outside the organisation? Is it possible to prevent access from outside the organisation/on-premises network? We would like to restrict access to our Power BI from our corporate network only. If we cannot prevent users logging into our Power BI from outside our network then the ExpressRoute option has no value for us.

Based on my understanding, it is impossible to prevent user logging in Power BI from outside the organization after deploying ExpressRoute. What you describe is more like that restrict specific IP addresses to access Power BI Service, if that is the case, please vote this issue in the following idea.
