Export all users that have access to a report

is there a way to export to excel all user names that have been provided access to a report?

I have not done this personally, but from Microsoft's documentation on the REST APIs for the global admins this should be pretty much easy to do via the APIs.

Maybe the Power BI cmdlets might be able to help you here, but I still think you would need elevated access for the same.
