Export Data from visual in Power BI Report Service for user

How can user export data from BI Report chart like the owner?

Pls noted that: I'm public the link to everyone who has can access.

As far as I am aware when using the Publish to Web feature you cannot export the data.

You cannot export the data if you are using "Publish to web" option.
