I have published Power BI recport in a service workspace that is assigned with premium capacity but when I am trying to refresh dataset, I am getting an following error. The workspace under which I have published report is already premium capacity based and this can be identified with "diamond" symbol in snap

that sounds rather strange.
It also doesn't seem to be a shared dataset from another workspace, right?
I'd recommend filing a support ticket. If you have a Pro account you could try to open a (free) support ticket. Go to the support page to file a support ticket.

This power bi dataset is being used to create another report. so this is master dataset and one more report is being created using same dataset. But I do not see issue using same dataset for creating two reports and that to cause issue in refresh dataset. please correct me if I am wrong.

Take a try to assign all workspaces related to this dataset with premium capacity.
