My end users would like to start adding comments to shared BI reports. However, they are reporting once they click on the 'comments' box, the comment window panel opens but no option to post.
As a report creator, do I need to grant permissions for end users to use the comments or is it on by default?

This requires edit permission, which means that the user needs to be "admin" "contributor" "member" roles.

I don't think there is any specific setting to enable comments. Comments are by default ON and any user can add comment.
You might see a grayed out "Post" button when clicked on comment because your comment text area is empty.
The "Post" button is enabled(button color turns yellow) when you start typing anything in the comment box.
