Is there away just want to publish service status webpage?

Another way of doing this would be to Publish an App from a workspace, and use the new navigation builder experience to embed a web page. You might have a little bit less control, but it does work.
As I read the question again, this does of course not work in Power BI Desktop, only in the service.

However, I have found the visual somewhere here on the community and I am sharing it with you.
