Embed report to internal website or portal

Is it possible for me to embed a powerbi service report into our own internal website or portal for everyone to view?  Everyone includes users who does not have access to powerbi.

Yes... you should be able to use Power BI embedded to do that.   Use the App owns data approach since you can then determine authentication and authorization layers.
