Email subscription for users outside the organization - do they need to be setup as guest users?

When subscribing users outside our organization, to an email from Power BI:

Do those users outside our organization, need to be setup as guest users first?  Or can one (if they have the permissions), just subscribe any email?

Got in touch with our IT (the only ones with permissions in the tenant to subscribe external users). 

No, they do not need to be setup as guest users first. Worked just fine using a random @gmail account to test.
