Hi,
Here is the situation:
Users should see data according to their roles, based on location, stores. Each user should see his/her store and total of all stores. That could be implemented through RLS.
But, those users should be able to edit those reports for themselves or to create a new one based only on dataset available to them.
If I share reports, they cannot edit them, nor download PBIX or connect to Power BI Service through PBI Desktop.
If I create workspace and give them edit permission, then RLS is not in place.
Is it possible to have both: RLS in place and edit reports feature? It would be equally good whether they can edit report in PBI Service or download/connect via PBI Desktop to dataset that is filtered via RLS.
Or any other solution...
Since there should be tens of users, it is not option to distribute different datasets to each of them.

It is not possible for RLS users to edit report in Power BI Service or in Power BI Desktop.
However, the users you shared report to can use "Analyze in Excel" feature to open the dataset in Excel, and create their reports in Excel.

I asked this question 2 years ago and it does not seem anything has changed. Power BI is much more mature in many senses since then, but is it in this one, very important in my opinion for any serious BI platform?
I.e. is it possible to allow users to edit reports when RLS is in place? Is there any workaround (except Analysis in Excel - that is not a workaround)?
Basically, everything I asked in original post two years ago, I am asking again. Please help. 🙂

I have the exact same scenario. It defeats the whole purpose not using RLS combined with Edit/manage content..
I agree, it would be nice to separate RLS from edit permissions. Maybe another level such as Administrator for controlling RLS. I understand users have the capability to Analyse in Excel but that defeats the purpose of all the nice tools and visuals in Power BI.

I'll check if Analyze in Excel satisfy customer's needs.
I assume, it will work if RLS is implemented in database or Analysis Services (on prem or Azure).
