Hi all,
Title summarises nicely.
In the desktop version, my visuals are all set to filter.
However, after I re-publish, they apparently "break", as they are now in Highlight mode.
This isn't an acceptable option for my reporting, help much appreciated!

If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".

By my test setting Filter option for all the visuals in the latest version 2.81.5831.821 of Power BI Desktop, then publish report to Power BI Service, the feature Edit interaction works as Filter option instead of Highlight option.
You may upgrade the Power BI Desktop, and then try it again.
Or if you get solution from Issue forum and Support ticket, it's very kind of you to share the solution in your scenario to help others having the similar issue and close the case.
