We have a specific account for the gateway admin like admin@company.com. It is only used to setup the gateway, and not used for creating or looking at reports/dashboards.
Does that account need to be a Power BI PRO user, or can it also just be a free user?

First, if you want to use a gateway to update data, the Power BI account and Gateway account are the same.
Second, both free and Pro account can use gateway to updata date since June1, 2017. Beginning June 1, the free service will have capabilities equivalent to Power BI Pro. This includes the same 1 GB workbook size limit, up to 8 daily scheduled refreshes for datasets, and maximum 1 million rows/hour streaming data rate. We’re also providing access to all data sources, including those available through the on-premises data gateway. More details, please review this article.
Finally, Peer-to-peer dashboard sharing, group workspaces (now called app workspaces), and analyze in Excel with Power BI apps are capabilities limited to Power BI Pro. If you want to use the features above, you can buy a pro license. Otherwise, free account is ok. You can see the the differences between Power BI Pro and the free Power BI.

So can the admin of the enterprise gateway just have a free power bi license? And only the people that create and view the dashboards and reports using the gateway a Power BI Pro license?
