Does embedding Power BI Report in SharePoint Online require Power BI Pro license?

 I just embeded Power BI report into SharePoint Online but it is only available for my account. I tried to log into different account and see the content is not available.

What I'm understanding is that if I don't have Power BI Pro license, I can only share report inside Power BI service. Is that correct?

Yes. This is due to licensing limitation. You need Power BI Pro license.
