Does an organisation only ever need to buy one Premium Capacity?

If an organisation buys a Premium Dedicated Capacity subscription, how many Pro Users can publish to that Capacity? In other words, does an organisation only need to buy one Premium Capacity and increase its capacity from P1 to P2 to P3 etc to enable alls its Pro users to be able to share their workspaces/reports?

Hi @v-xiaosun-msft , thanks for your reply. That is what I thought so. However! The organisaton I work with is asking each department (there are hundreds) to buy their own Premium licence. Why is this organisaton paying 100 times the cost when one Premium Licence will do for the whole organisation?  OR am I missing something?

If an organization has purchased one Premium Capacity, all its Pro users are able to share their workspaces/reports.

If the capacity is not enough, you can add more as your needs grow. You can use any combination of Premium capacity SKUs (P1 through P3) within your organization. 

Within the Power BI admin portal, under Capacity settings, the available v-cores reflects the new capacity purchased.
