Do the users require Pro license to publish to a Premium workspace

I publish reports to power bi premium, one of my report users want to use the power bi dataset which I published, he want to create his own report on top of it and publish as a new personalised version to the same/other premium workspace in the same tenant.

My questions are :-

1. do that user require pro license to publish the premium workspace?

2. Can the users publish to workspaces other than the workspace of the dataset? If yes, how does the security/permissions work in this case?

Can someone answer my question

1. yes

2. you can chain up to three datasets. Permissions will propagate through. This means the users of the final dataset also need to have access to all upstream datasets.
