Do organizational visuals work if custom visuals are disabled?

If I have disabled custom visuals through the tenant settings on my Premium capacity, can I still use visuals I have included in my Organizational visuals?

As tested, a user of an organization can still use organizational visuals even custom visuals are disabled through the tenant setting.
