We would like to disable PowerBI settings that allow user publish to web and share content with external user. However, we need to know if turning off these two features disable use for existing report creators?

After my test, disabling these two related settings will not affect the existing code and external users.
Reports published before disabling can still be viewed, and external users who have already invited can still share content
Maybe there are some new updates here.

What you can do is to just disable the Publish to Web, this will stop people from creating reports where they can copy and paste the link and share it with anyone.
The Export and Share Settings you can keep on or limit it to certain people or AD groups whom you want to be able to share reports.
And finally all the existing publish to web URL's and sharing will remain as is if you disable the settings in the admin portal.
